A “no” answer does not automatically mean the process is failing. It identifies where the operating system may need stronger control or clearer support.

Operational excellence is not produced by slogans, isolated improvement events, or documentation alone. It emerges when the organization connects strategy, daily work, operational knowledge, measurement, accountability, and learning.

The result is a business that can perform reliably and adapt deliberately.
